I agree that not as a C1 for me, and it looks a bit like a swimming pool there, especially with the brand through the center like a pool symphysis. The two holes could also be the obturator foramen. In the case of a pond should be a very difficult animal that has little to be the standing position. Maybe a turtle? I do not know what the thickness of the pelvic bone.
I know that the bones of birds are very light and not a normal rodent pelvis.

Where to find? The situation can you help a little.

72mm is big enough for a vortex in most animals, I think, but of course it depends on what country we live
